ADVERTISEMENT FOR SEALED BIDS “UV REPLACEMENT PROJECT” OWNER: MERCERSBURG SEWER AUTHORITY BIDS TO BE MERCERSBURG SEWER AUTHORITY DELIVERED TO: 113 South Main Street Mercersburg, Pennsylvania 17236 Sealed bids for the above referenced Project will be received by the Authority at the above address until 10:00 A.M., prevailing time, Friday June 6th, 2025. Received Bids will be publicly opened and read aloud at that time; however, no formal action will be taken. The project generally consists of replacement of the existing UV disinfection system, reconfiguration of the UV equipment vault, improvements to the effluent discharge channel, as well as any/all associated piping, treatment system appurtenances and site restoration. The project will include two contracts, one for 2025-A General Construction and one for 2025-B Electrical Construction. Separate sealed Bids will be received for each contract. Bidders interested in both contracts must submit separate Bids with separate bid security. Official copies of the Contract Documents will be provided electronically. The official Contract Documents must be obtained by emailing HTEnv@outlook.com and identifying “UV Replacement Project” within the subject line. Each Bid must be accompanied by a certified check or Bid Bond in an amount not less than 10% of the Bid total, payable to the owner, in accordance with the Instructions to Bidders. Bids must be submitted on the Bid Form provided. Due to the sensitive nature of this project, a MANDATORY pre-bid meeting will be held at 9:00 a.m., local time, Thursday May 29th, 2025. Bids will be opened and read aloud from ONLY those contractors attending the mandatory pre-bid meeting. Bid packages received from contractors not attending the mandatory pre-bid meeting will be returned unopened. This project is being funded by the Mercersburg Sewer Authority through their capital improvement fund. As such, inclusion of applicable “Pennsylvania prevailing wage rates”, and compliance with other state regulations will be strictly required. Bids may be taken under advisement and the award of contracts, if awarded, will be made within 60 days after the date of opening Bids, or otherwise provided by law. The Authority reserves the rights to formally award the contracts by public announcement at a subsequent meeting. Any Bidder and any member of the public may be present at the Bid opening. The Authority intends to award the contracts to the lowest responsible, responsive Bidders, as determined to be in the best interest of the Authority. The Authority specifically reserves the right to reject any or all bids; to waive any defects, errors, omissions, irregularities, or informalities in a bid or the bid procedure; and to accept any bid that it may deem to be in the best interest of the Authority, including the possibility of awarding one contract and not the other.
