SEEKING A BOROUGH MANAGER

Mercersburg Borough is accepting applications for a Borough Manager. Located in Franklin County, Mercersburg Borough is a rural borough with approximately 1,500 residents with Water, Sewer, and General Purpose Authorities. The Borough has a police department consisting of a Police Chief, one Part-time Officer, and one administrative employee. The non-uniformed full-time employees consist of a Billing Clerk, Administrative Professional, four Public Works Department Employees, and one Water and Sewer Plant Laborer. The Borough functions under PA Borough Code with a mayor and seven council positions. A Bachelor’s Degree in Finance, Public Administration, or related field preferred. A minimum of 5 years of management experience and experience in all aspects of municipal operations including labor negotiations and grant writing. SEEKING A FULL-TIME ADMINISTRATIVE PROFESSIONAL

The Administrative Professional represents the Borough and Authorities while completing office and administrative tasks. The individual in this position is responsible for providing clerical and administrative support to the Borough Manager as required. Additionally, the Administrative Professional serves residents, customers, and visitors by greeting and assisting them with their questions, concerns, and assisting with the Water and Sewer billing process, including the handling, and processing of quarterly, delinquent, and final bills. The employee will schedule, create, and maintain accurate records regarding Public Works Department Work Orders in accordance with the policies of the Borough of Mercersburg, Mercersburg Water Authority, and Mercersburg Sewer Authority. The employee will assist with receiving and sending correspondence regarding various services for the Borough and Authorities as directed by the Borough Manager. Must possess a High School Diploma or equivalent with 3 years’ experience in a customer service-related field with cash handling experience. An associate or bachelor’s degree in a relevant field (e.g., Accounting, Business Administration, or Public Administration) is preferred. SEEKING A FULL-TIME PUBLIC WORKS LABORER

The Public Works Laborer is responsible for providing skilled manual work in the general maintenance and upkeep of all Borough, Water, and Sewer property, including roads, streets, parks, equipment, buildings, and properties. The employee regularly works near moving mechanical parts, equipment, and machinery and in outside conditions that include inclement weather, heat and humidity, and exposure to dust and asphalt. Employee operates various hand and power tools including mowers, saws, brush cutters and other equipment of similar complexity. Work is assigned and supervised by the Borough Manager. Specific instructions are given on new duties, but once standard operations are learned, the employee is expected to work without constant supervision, relying on experience and independent judgement. Must possess a High School Diploma or equivalent. Must possess or obtain a Pennsylvania Commercial Driver’s License (Class B) within one year of hire.
